How do i know if the girl is uninterested or playing hard to get?

I met a waitress at a sports bar when I was with a group of guys. One of them (without my knowledge) got the waitress to give me her number. We talked a good amount, left the bar and came back 2 hours later. The second time, she would come by and we would talk for 5-10 minutes at a time. We texted some that night and the next night. I went back to the sports bar a few days later and once again we talked a lot and she seems real interested. She told me she would text me when she got out of work and hugged me good bye. I wanted to ask her out on a date, but her boss started yelling at her to go clear some tables so I didn't really have the chance. We texted today but she never responded to my last one where I ask something about her moving (she mentioned she might be moving to another apartment yesterday)." She seems interested, but at the same time not very responsive to texts. When I saw her the 2nd time, she came over and talked with me when she wasn't even my waitress. How should I proceed? Text her again, or wait till I see her again. Not looking for a hookup, but would like to take her out on a date. She seems either interested and not good about responding to texts (my ex hated texting and talking on the phone), interested but playing hard to get, or not really interested but enjoys hanging out when I go into the sports bar (not her just trying to get tips b/c she was ignoring her other tables and the 2nd time she wasn't even our waitress). any ideas on how to proceed without being creepy would be great.
